Thurrock apprenticeship levy transfers

Thurrock Council are an apprenticeship levy payer and have been able to invest in high-quality apprenticeship training to develop our skilled workforce and recruit apprentices.

Government reforms mean we can transfer up to 25% of our apprenticeship levy funds to Thurrock employers. This is an opportunity for us to support employers to improve the knowledge and skills of the wider Thurrock workforce.

Who can apply for funding?

Employers applying for funding:

  • Must be registered on the apprenticeship service. If you don’t already have an account you can register at Please find guidance in the “Advice and support” section below.
  • Must have an agreement with the Education and Skills Funding Agency. (ESFA). (This will be set up when you register on the apprenticeship service.)
  • Can only use the funds for training and assessment for apprenticeship standards (frameworks are ineligible).
  • Must be based in Thurrock

We are unable to transfer funds for apprenticeship training that has already started.


To receive funding from our 2020/21 levy, you must apply for payment towards apprentices who started their training no later than Wednesday 31 March 2021.

Apprentices must have started their apprenticeship by the date the offer exercise period closes. If not, and an extension has not been agreed in advance, funding will be withdrawn on this date.

Applications are limited to one per employer. When applying, you will need to provide:

  • the name and level of the apprenticeship standard
  • how many apprenticeships you're offering
  • details of your apprenticeship training provider
  • the cost of training, including end point assessment
  • the expected start date
  • a copy of your employer and public liability insurance certificate
